摘 要
随着我国社会主义市场经济的蓬勃发展，人民群众对服务型政府建设的要求日益提高，建设服务型政府是完善社会主义市场经济体制和提升政府管理经济新能力的切入点，是新时期深化行政管理体制改革的正确方向，同时是政府职能转变的基本点。立足当前，国家要着重从更新政府行政理念、建设新型政府管理体制和机制、变革政府管理模式等多方面推进服务型政府的建设。各级政府及其部门必须坚决维护宪法和法律的权威，严格依照法定权限和程序行使权力、履行职责、接受监督，切实将政府管理经济社会行为纳入依法运转的轨道。进一步明确行政执法权限，提高执法水平，完善行政复议、行政赔偿和补偿等制度。政府提供的公共产品和公共服务的数量和质量能否满足公众需求成为绩效重要的评判标准，“因此必须树立正确导向，开展绩效评估，科学确定政府绩效评估的内容和指标体系，把实现社会发展目标、公共服务水平、社会稳定和谐以及降低行政成本、勤政廉政等情况作为评估的重要内容，形成正确的政绩导向，促进树立与科学发展观相适应的政绩观。”新时期政府工作改革和创新必须坚持以科学发展观为指导，立足国情，全面把握科学发展观的深刻内涵。一是要树立以民为本的理念。政府只有从维护人民的长远和整体利益出发，以民为本，按市场规律

ABSTRACT
With the vigorous development of China's socialist market economy, people's requirements on the service type government construction is improving day by day, the construction of service government is the starting point to improve the socialist market economic system and promote a new ability of the government's economic management, is the right direction for deepening the reform of the administrative system in the new period, also is the basic point of the transformation of government functions. Based on the current, the state should emphatically from the updated government administrative idea, the construction of the new system of government and the management mechanism, reform of government management mode and other aspects of promoting the construction of service type government. The government and its departments at all levels must firmly uphold the authority of the Constitution and the law, strictly in accordance with the statutory authority and procedures for the exercise of power, fulfill their duties, and accept supervision, to the government the management of economic and social behavior in accordance with the running track.
