前 言
FOREWORD
1. 本维护保养计划系根据1974年SOLAS 公约第II-2章规则14及第III章规则20和海事委员会通报第850号制订。
This maintenance and inspection plan was developed according to the requirement of Reg.II-2/14 and Reg.III/20 of SOLAS 1974 and MSC Circular 850.
2. 三副或船长指派的驾驶员应负责保管本计划,以便供主管当局检查。
The 3/O or deck officer assigned by the master takes full responsibility of keeping the plan readily available for authority inspection.
3. 三副或船长指派的驾驶员应负责本计划所描述的按时逐项检查LSA及FFA的状况与功能，但有些项目涉及机器操作，则应随同三管轮或轮机长指派的轮机员一齐完成。如发现有任何疑问或异常，则应请大副或轮机长采取进一步行动。任何船员无法处理的缺陷，应报告公司（ISM办公室），以安排岸修或更新装备，更换到期或受损/破旧/磨损/失效的装备。
The 3/O or deck officer assigned by the master takes full responsibility to inspect the condition / function of LSA / FFA item by item regularly as described in this plan, but some items with regard to operation of machinery should be completed along with the 4/E or engine officer assigned by chief engineer. If any doubt or abnormality was found, they should consulate chief officer or chief engineer to take further actions. Any deficiency cannot be dealt with by crew hand, should request the company (ISM office) to arrange a shore repair or supply new equipment on board to replace the expire one or the damaged / broken /wear and tear / malfunction ine.
4. 不适用本船的项目应适当标注“N.A.”。
Any item not applicable to the ship should be made properly by inserting ”N.A.”.
5. 记录本计划，船名、航次、日期应在适当栏目记录，且所须资料应在空白处记载。
When making entries in the plan, the ship’s name, voyage number, data shall be inserted in the appropriate column and the required particulars shall be recorded in the blank spaces. 6. 用如下缩写字母填写相关记录表格：
”E”：Excellent，”G”：Good，”A”：Acceptable，”P”：Poor. 7. 每完成检查表应由检查人员在表格底部签字。
Every officer shown at the bottom of each form shall sign after completion of checks.
8. 本计划自最后一次记载日起保存三年。
The plan shall preserve for a period of three years after the last entry has been made.
9. 完成检查后，表格FM001须作副本寄回公司，其他表格无须寄回公司。 Upon completion only the FM001 shall be made a copy to company, other Form need not send to company.

Operational readiness and maintenance
1 目的 Purpose
本规则的目的在于保持与监控船舶防火安全措施的有效性。为此，应符合下列功能要求：
The purpose of this regulation is to maintain and monitor the effectiveness of the fire safety measures the ship is provided with. For this purpose, the following functional requirements shall be met:
.1防火系统及灭火系统及其装置应进行维护保养，保持完好并随时可用;
Fire protection systems and fire-fighting systems and appliances shall be maintained ready for use;
.2 防火系统及灭火系统和装置应予适当测试、检查。
Fire protection systems and fire-fighting systems and appliances shall be properly tested and inspected. 2 一般要求
General requirements
船舶在营运期间的任何时候，应符合第1.1款的要求。船舶非营运期间系指： At all times while the ship is in service, the requirements of paragraph 1.1 shall be complied with. A ship is not in service when:
.1船舶正在修理期间或停航（锚泊或在港）或在干船坞；
It is in for repairs or lay-up(either at anchor or in port) or in dry-dock; .2船东或其代表声明船舶停止营运；
It is declared not in service by the owner or the owner’s representative; 2.1 操作准备
Operational readiness
2.1.1 下列防火系统应保持在完好状态，以确保在发生火灾时发挥其性能作用： The following fire protection systems shall be kept in good order so as to
ensure their required performance if a fire occurs: .1结构防火，包括防火分隔及其开口和贯穿件的防护；
Structural fire protection including fire resisting divisions, and protection

2.2 维护保养、测试和检查

2.2.1 维护保养、测试和检查的实施应根据本组织制定的指南，并考虑和确保灭

Maintenance, testing and inspections shall be carried out based on the guidelines developed by the Organization and in a manner having due regard to ensuring the reliability of fire-fighting systems and appliances. 2.2.2 维护保养计划应保存在船上，并应在主管机关要求时出示，供其检查。
The maintenance plan shall be kept on board the ship and shall be available for inspection whenever required by the Administration. 2.2.3 维护保养计划至少应包括下列防火系统和灭火系统和装置：
The maintenance plan shall include at least the following fire protection
systems and fire-fighting systems and appliances:

Fire mains, fire pumps and hydrants, including hoses, nozzles and
international shore connections; .2 固定式探火和火灾报警系统；
Fixed fire detection and fire alarm systems; .3 固定式灭火系统和其他灭火装置；
Fixed fire-extinguishing systems and other fire extinguishing appliances; .4 自动喷淋、探火和火灾报警系统；
Automatic sprinkler, fire detection and fire alarm systems; .5 通风系统，包括防火和防烟挡板、风机及其控制装置；
Ventilation systems, including fire and smoke dampers, fans and their
controls;
.6 燃油供应的紧急切断；
Emergency shutdown of fuel supply; .7 防火门，包括其控制装置；

Operational readiness, maintenance and inspections
1 本规则适用于所有船舶。1986年7月1日前制造的船舶，应尽实际可能符
合本规则3和6.2的要求
This regulation applies to all ships. The requirements of paragraphs 3 and 6.2 shall be complied with, as far as is practicable, on ships constructed before 1 July 1986. 2 操作准备
Operational readiness
在船舶离港前及整个航程中的任何时候，所有救生设备应处于良好工作状态并立即可用。
Before the ship leaves port and at all times during the voyage, all life-saving appliances shall be in working order and ready for immediate use. 3 维护保养
Maintenance
应备有符合规则36规定的船上救生设备维护保养须知, 并相应地进行维
护保养。
Instructions for on-board maintenance of life-saving appliances complying with the requirements of regulation 36 shall be provided and maintenance shall be carried out accordingly. 主管机关
The Administration may accept, in lieu of the instructions required by paragraph 3.1, a shipboard planned maintenances programme which includes the requirements of regulation 36. 4 吊艇索的保养
Maintenance of falls
4.1 降落所用的吊艇索由于变质而需要换新或不超过5年的时间间隔（取较早
者），均予以换新。
Falls used in launching shall be renewed when necessary due to
deterioration of the falls or at intervals of not more than five years, whichever is the earlier.
4.2 主管机关可接受上述4.1要求的“两端调头”的替代方式，定期检查吊艇
索，任何时候由于变质需要换新或不超过4年的时间间隔（取较早者），予以换新。
The Administration may accept in lieu of the “end for ending” required in
paragraph 4.1, periodic inspection of the falls and their renewal whenever necessary due to deterioration or at intervals of not more than 4 years, whichever one is earlier.
5 备件与修理设备
Spares and repair equipment
救生设备及其易损坏或易消耗而需要定期更换的部件，应配有备件及修理设备。

Spares and repair equipment shall be provided for life-saving appliances and their components which are subject to excessive wear or consumption and need to be replaced regularly. 6 每周检查
Weekly inspection
每周应进行下列试验和检查：
The following tests and inspections shall carried out weekly:
.1 所有救生艇筏、救助艇及降落设备应进行目视检查，以确保其立即可用；
All survival craft, rescue boats and launching appliances shall be visually inspected to ensure that they are ready for use;
.2 只要周围环境温度高于启动和运转发动机所要求的最低温度，所有救生艇
和救助艇的发动机均应进行不少于3分钟的运转试验。运转期间，应证实齿轮箱和齿轮箱传动系统运行正常。如安装在救助艇上的舷外发动机由于其特殊性在螺旋桨没有浸没的情况下不允许运转3分钟，则其运转应按照制造商的手册规定的时间运转。特殊情况下，对于1986年7月1日以前建造的船舶，主管机关可免除此要求；
All engines in lifeboats and rescue boats shall be run for a total period of not less than 3 min provided the ambient temperature is above the minimum temperature required for starting and running the engine. During this period of time, it should be demonstrated that the gear box and gear box train are engaging satisfactorily. If the special characteristics of an outboard motor fitted to a rescue boat would not allow it to be run other than with its propeller submerged for a period of 3 min, it should be run for such period as prescribed in the manufacturer’s handbook, In special cases the Administration may waive this requirement for ships constructed before 1 July 1986;

As part of the weekly inspection, all lifeboats(except free-fall lifeboats) shall be moved from their stowed position to the extent necessary to demonstrate satisfactory operation of the launching appliances . This is to be down without any person on board the lifeboat and only if weather and sea conditions allow. The weekly moving of the lifeboats is also to be recorded in the logbook.
.4 在安全设备年度检验期间，救生筏和救助艇的释放装置应该进行彻底的检查，并在彻底检查后，在救生筏和救助艇不乘载人的情况下，要进行动态绞车刹车实验，并且验船师在现场。
The launching appliances for survival craft and rescue boats are to be subject to a thorough examination, annually during the safety equipment survey. After the thorough examination, a dynamic winch brake test, with the survival craft or rescue boat empty(without person onboard)is to be performed, a class surveyor is to witness the examination and brake test.
.5 救生艇负荷释放装置在安全设备年度检验期间，要进行彻底检查，验船师在现场要进行操作试验。

Lifeboat on-load release gear is to be subject to a thorough examination, annually during the safety equipment survey. After the examination, the lifeboat on-load release gear is to be operationally tested with class surveyor in witness.
.6 通用应急报警系统应进行试验。
The general emergency alarm system shall be tested. 7 月度检查
Monthly inspections
月度检查应使用规则36.1规定的检查表，检查救生设备包括救生艇装备，以确保其完整无缺并处于良好状态。检查报告应记入航海日志
Inspection of the life-saving appliances, including lifeboat equipment, shall be carried out monthly using the checklist required by regulation 36.1 to ensure that they are complete and in good order. A report of the inspection shall be entered in the log-book. 8 气胀式救生筏、气胀式救生衣、海上撤离系统与充气式救助艇的检修
Servicing of inflatable liferafts, inflatable lifejackets, marine evacuation systems, and inflated rescue boats.
8.1 每一气胀式救生筏、气胀式救生衣、海上撤离系统应予以检修：
Every inflatable liferaft, inflatable lifejacket, and marine evacuation
system shall be serviced: .1 间隔不超过12个月，任何情况下如不切实际，主观机关可展期到17个月； At intervals not exceeding 12 months, provided where in any case this is
impracticable, the Administration may extend this period to 17 months; .2 在经认可的检修站进行检修，该检修站应胜任检修工作，备有适当的检修
设施，并仅雇佣接受过适当培训的人员。
At an approved servicing station which is competent to service them,
maintains proper servicing facilities and used only properly trained personnel.
8.2 海上撤离系统的轮换展开
Rotational deployment of marine evacuation systems 除了或连同上述8.1所要求的海上撤离系统检修间隔外，每一海上撤离系统还应 以主管机关同意的间隔从船上展开，但每一系统每6年至少展开一次。

ship on a rotational basis at intervals to be agreed by the Administration
provided that each

The new and novel liferaft arrangement has proved to maintain the sane standard, as required by testing procedure, during extended service intervals.

The liferaft system shall be checked on board by certified personnel according to paragraph 8.1.1.
8.3.3 不超过5年间隔的检修应按本组织的建议案实施。
Service at intervals not exceeding 5 years shall be carried out in
according with the recommendations of the Organization.
8.4 充气式救助艇的所有修理和维护保养应按照制造商的说明书进行。应急
修理可在船上进行，但永久性修理应在经认可的检修站进行。
All repairs and maintenance of inflated rescue boats shall be carried out
in accordance with the manufacturer’s inspections. Emergency repairs may be carried out on board the ship; however, permanent repairs shall be effected at an approved servicing station. 8.5 主管机关按8.3的要求准予救生筏检修期展期，则应依据第I章规则5（6）

An Administration which permits extension of liferaft service intervals
in accordance with paragraph 8.3 shall notify the Organization of such action in accordance with regulation I/5(6). 9 静水力释放器的定期检修
Periodic servicing of hydrostatic release units

Hydrostatic release units, other than disposable hydrostatic release units, shall be serviced:

At a servicing station which is competent to service them, maintains proper servicing facilities and used only properly trained personnel.
10 存放位置的标记
Marking of stowage locations
存放救生设备的容器、支架、搁架及其它类似装置的存放位置，应按本组织建议的符号加以标记，表明该装置存放该处的用途。如该位置存放一个以上的设备，则应标明其数量。
Containers, brackets, racks, and other similar stowage locations for life-saving equipment shall be marked with symbols in accordance with the, recommendations of the organization, including the devices stowed in that location for that purpose. If more than one device is stowed in that location, the number of devices shall also be indicated.

（1）将皮龙一端接到消防栓上；
