摘 要
自20世纪90年代初，伴随世界经济全球化和区域一体化进程的加快，航空运输服务贸易作为当前运输服务贸易的重要组成部分之一，其作用在一国经济发展进程中的作用日益突出，逐渐呈现出新的发展趋势与方向。且由于发达国家对于航空运输贸易自由化的积极推进以及世界多边贸易体制的建成，我国也不得不面对航空运输贸易自由化优点与缺点共存之局面。本文通过对国际航空运输服务贸易发展进程的分析和推断，从而了解当前我国航空运输服务贸易政策与现状及其存在的问题，即：当前我国航空运输服务业由于政府间和国际中条约管制、航空运输业建设程度有限以及国际航空运输服务贸易市场竞争力巨大等原因，导致了我国同发达国家相比航空运输服务运载能力较低，国家航空运输服务市场竞争力不济等问题，因此我国航空运输服务市场仍旧处于重要的发展变革阶段。要改变当前我国航空运输业的发展态势，就必须提升自身航运能力提高市场竞争力并深入到中国发展运输服务贸易的策略，从而使中国航空运输服务顺应当前国际航空运输业发展趋势：航空运输自由化与航空运输同盟化。对这一航空运输服务贸易发展趋势的准确判断和把握，有助于了解国际航空运输市场的竞争力状况，并促进我国航空运输服务的发展与进步。 关键词：

Abstract
Since the nineteen ninties beginning, with the world economic globalization and regional integration process speeding up, air transportation service trade as an important part of the transport services trade, its role in a country's economic development have become increasingly prominent, gradually become a new development trend and direction. And because the developed countries in the air transport liberalization of trade and actively promote and build the world multilateral trade system, China also had to face the situation of air transport liberalization of trade advantages and disadvantages coexist. In this paper, through the analysis and deduction of the international air transport service trade development process, so as to understand the current Chinese aviation transportation service trade policy and the present situation and the existence question, namely: the current our country aviation transportation service industry because of intergovernmental and international treaty control, air transport industry Construction Co. and the great degree of international air transport service trade market competition and other reasons, caused our country compared with developed countries air transport service carrying capacity is low, the national market competitiveness of service air transport is bad and so on, so the Chinese aviation market is still an important development and transformation stage. To change the current development situation of China's aviation industry, it is necessary to enhance their ability to enhance the market competitiveness of shipping and deep into the Chinese development of transport services trade strategy, so that the Chinese aviation transportation service to adapt to the current development of international air transport industry trends: the liberalization of air transport and air transport alliance. The air transportation service trade development trend of judge and grasp, help to understand the competitive situation of international air transport market, and promote the development and progress of air transport services in china.

引 言
航空运输系属世界范围人员、商品流动不可或缺的载体之一，其亦是服务贸易的重要部门之一。航空运输作为服务贸易的一个重要组成部分，其发展必然同整个服务贸易的发展密切相关并起催化作用，它对于各国经济贸易活动的展开和实施以及人员的流动起到促进作用，因而带动了经济的发展，间接促进经济全球化的发展；而在间接推动经济全球化的发展的同时又为许多旁支贸易与投资提供快捷、方便的生产性服务，便利了这些活动的开展，对于经济全球化的推动作出了巨大贡献。同时，随着全球经济化的不断推进，人员、商品流动量逐年大幅度增加，人们对于航空运输服务的需求量也与日俱增。供求关系促使国际航空运输服务的快速发展。
自18实际80年代猛戈尔、费埃兄弟将热空气充入球形气囊飞上高空，标志着人类世界航空货运的开始后，由美国莱特兄弟发明的人类历史上第一架能够载人和货物的飞机于1903年正式试飞成功，法国、德国、英国、美国等依次兴办商业航空运输这种服务方式。航空技术因此得以快速发展，航空货运也飞速发展。二战结束伊始，美国凭借其在世界位居第一航空大国的强硬地位，全力推动国际航空运输服务贸易的自由化，但由于国际航空此时受到以《国际民用航空公约》的双边管理体制的约束，其管理体制总体系属限制型，因而最终曲高和寡，未能彻底推行。随后，美国在完成其本国航空运输服务贸易的自由化改革后，又对外推出“开放天空”政策， 于2007年4月，美国同欧共体最终达成并签署了“开放天空”协定。此项协定不仅为占据国际航空运输服务大半部分市场的国际航空运输提供了新的自由竞争之契机，同时也催化了航空运输自由化在各国间的加进推行。
