摘 要
随着我国改革开放的不断深入，中小企业已然成为推动我国国民经济健康协调发展的主要力量，而且在发挥着越来越重要的作用。目前，我国中小企业的员工关系管理正处于起步阶段，还存在诸多问题，严重制约了我国中小企业的发展。因此，如何进行员工关系管理已成为我国中小企业人力资源管理的重中之重。尤其是2008年1月1日新《劳动合同法》的实施，使得我国企业不得不更加注重员工关系管理问题，也给企业的人力资源管理带来更大的挑战。
本文以我国中小企业的员工关系管理为研究对象，较为系统地阐述了国内外员工关系管理的相关理论及其演变和发展，总结了我国中小企业员工关系管理的现状和存在的问题，并加以较为全面的分析，同时根据我国中小企业的自身状况以及基本国情，提出了构建我国中小企业员工关系管理的有效对策。

Abstract
Along with the deepening of reform and opening up, small and medium-sized enterprises have become our national economy health to coordinate develop the main force, but also plays a more and more important role. At present, our country small and medium-sized enterprise employee relationship management is still in its initial stage, there are still many problems, has seriously restricted the development of SME in china. Therefore, how to conduct employee relationship management already became our country small and medium-sized enterprise human resources management the most important. Especially in January 1, 2008, the new\our country have to pay more attention to the employee relationship management problems, but also to the enterprise human resource management brings more challenges.
This article to our country small and medium-sized enterprise employee relationship management as the research object, systematically elaborated domestic and foreign employee relationship management theory evolution and development, summed up our country small and medium-sized enterprise employee relationship management present situation and the existence question, at the same time according to our country small and medium-sized enterprise 's own situation and national conditions, put forward compose to build our country small and medium employee relationship management countermeasure.
