市政工程项目投资控制的建议

摘要： 长期以来，我国在市政工程项目实施过程中普遍存在重建设、轻管理的现象，使得市政工程项目常常出现投资失控、超概算等问题，不仅造成了财政资金的严重浪费，而且阻碍了市政工程项目管理水平的提高。为了有效改善这一现状，必须建立健全投资控制体系，将投资控制贯穿于市政工程项目实施的各个阶段之中，从而不断提高项目投资效益。本文对市政工程项目投资控制建议进行论述。

Abstract： For a long time， there is a common phenomenon that the implementation process of municipal engineering project pays more attention to the construction， less to the management， thus the municipal engineering projects are often out of control in investment and lead to super budget problems. It not only causes a serious waste of financial funds， but also hinders the improvement of municipal engineering project management level. In order to improve this situation， we must establish and perfect the system of investment control， set the investment control in each phase of the municipal engineering project implementation， so as to improve the project investment benefit. This paper discusses the suggestions for municipal engineering project investment control. 关键词： 市政工程；项目投资；工程造价

在市政工程项目的投资决策阶段，技术经济决策具有非常重要的作用，其不但对工程造价影响较大，而且还会影响到工程项目投入使用后的经济效益。为此，可从以下两个方面对该阶段进行投资控制。一方面应当协助业主方或是接受业主方委托编制的工程项目可行性研究报告，然后采取科学合理的方法对工程项目进行经济评价，并以评价结果为依据，选出技术先进可行、经济合理的建设方案；另一方面，在对建设方案进行优化调整的基础上编制项目投资估算，这样有利于投资估算作用的充分发挥。投资估算的编制可分为两个部分进行，即在写项目建议书时应当编制初步投资估算，在做可行性研究报告时应编制详细的投资估算。为了有效防止工程项目实施过程中超支的情况发生，应由专业的工程造价人员负责确定投资额，并采取科学的方法，参照已完工的工程数据，再充分结合建材市场的实际情况，力争做到准确估计。 2 加强市政工程项目设计阶段的投资控制
