化工企业安全管理研究

摘 要

本文从双马化工事故的发生、经过分析安全事故发生的原因和潜在因素，指出我国中小化工企业安全管理中存在的问题，通过对多年来中小化工事故的统计，论述了中小化工安全管理的重要性。从企业安全管理的原理、企业安全管理方法、安全管理模式等方面论述现代企业安全管理。提出解决中小化工企业安全管理困境的思路：运用系统工程的原理开展本质安全型企业建设，达到机具设备、操作人员、作业环境、安全管理，本质安全化，加强企业安全建设。构建以人为本的安全管理保证体系作为此管理模式的保障体系，促进企业本质安全化建设：安全管理组织保证体系、安全管理制度保证体系、安全生产监督保证体系、安全教育培训保证体系、安全应急救援保证体系、安全信息反馈保证体系、安全文化建设保证体系，以人为本的安全管理。
