吉林省林下经济发展现状与策略

摘要

文章概述了林下经济概念、特点和现实意义。结合吉林省林下经济发展现状，将吉林省林下经济划分归纳为林下种植、林下养殖、林下产品采集加工和森林景观利用4种类型，并将4种类型细分为林药、林菌、林菜、林果、林禽、林畜、林蜂、林景等多种发展模式，找出吉林省林下经济发展存在的问题，并提出了发展策略。 关键词林下经济；发展模式；存在问题；发展策略

AbstractThe concept， characteristics and practical significance of underforest economy were elaborated. Based on the development status of underforest economy in Jilin Province， it was divided into four categories as follows： underforest planting， underforest breeding， collection and processing of underforest nonwood product and forest landscape utilization， which could be subdivided into various development modes such as forest medicine， forest fungi， forest vegetable， forest fruit， forest bird and beast， forest bee and forest landscape etc. Meanwhile， existing problems of underforest economy were found out and corresponding development strategies were proposed.

林下经济是以生态学、经济学和系统工程学为基本理论，以林地资源、林下空间和森林景观为基础，以林下种植、林下养殖、林下产品采集加工和森林景观利用等为主要形式，开发利用森林资源和林荫空间的各类产业及相关经济活动的综合，既包括林下产业，也包括林中产业，还包括林上产业[1-2]。林下经济是在实行集体林权制度改革后，将集体林地承包到了农户手中，广大林农为充分利用林地空间，挖掘林业生产力，实现不砍树也能致富的绿色循环经济。发展林下经济对缩短林业经济周期，增加林产品附加值，开辟林农增收，发展循环经济，巩固生态建设成果，提高林业综合效益，促进林业可持续发展，具有重要的现实意义[3-4]。国家林业局在制定的《全国集体林地林下经济发展规划纲要（2014-2020年）》中提出力争到2020年全国实现林下经济产值和农民林业综合收入稳定增长，全国发展林下种植面积约1 800万hm2，实现林下经济总产值1.5万亿元的目标，该规划给林下经济发展带来了机遇和挑战，同时将促进林下经济快速、科学地发展。 1吉林省林下经济发展现状
