摘要

随着我国现代化建设的飞速发展，政府公益性项目建设投资已经越来越多，有关政府公益性项目建设投资中的招投标问题也已经越来越得到重视，在整个政府公益性项目建设投资的过程中政府的决策又起着至关重要的作用。

政府公益性项目建设是一项非赢利性和具有社会效益性的公益项目。公益性项目是以谋求社会效应为目的，具有一般规模大，投资多，受益面宽，服务年限长，影响深远等特点的投资项目。目前，我国政府公益性项目招投标存在合同签订不规范不完整、工程项目概预算不严等诸多问题。为了更好的完善我国政府公益性项目建设的招投标问题应采取提高法律意识强化招标管理；进一步规范招标和净化招投标市场；公平对待投标人，给投标人提供公平竞争的条件，加强招标队伍建设提高从业人员素质，进一步加强政府投资项目建设的招投标工作。运用案例分析在招投标中围标、串标的行为是违法的。政府部门在整个公益性项目建设招投标过程中需要发挥反腐倡廉、严防弄虚作假，真正体现政府公益性项目建设招投标“公开、公平、公正”和诚实信用的原则。

Abstract

With the rapid development of China's modernization, government public project construction investment has been more and more, the government public investment projects in the bidding problem has gained more and more attention, in the entire government public project construction investment in the process of government decision-making and plays a vital role in.

Government public projects are a non-profit and social benefit of commonweal project. The commonweal projects are to seek social effects as the objective, with the general scale is large, investment is much, benefited breadth, service life long, far-reaching and other characteristics of the investment project. At present, China's government public project incurs the bid existence of contract irregularities not complete, project budget is lax wait for a lot of problem. In order to better improve our government public construction projects bidding problems should be taken to improve the legal consciousness of aggrandizement invite public bidding management; farther normative invite public bidding and bidding market fair treatment purification; bidder, to the bidder to provide conditions for fair competition, strengthen invite public bidding to build up the ranks of improve the quality of personnel, further strengthen the government investment project construction bidding. Application of case analysis in the bidding of together-conspired bidding, bidding behavior is illegal. Government departments in the public construction projects bidding process needs to play the anti-corruption, prevent resort to deceit, truly reflect the government public project construction bidding\
