摘要：为引导程集镇工业向园区集中，促使工业集中区发挥规模效应、集聚效应和示范带动效应，促进产业集群发展，形成持续的竞争优势集合体,满足产业发展的空间需求，实现扩权强镇的目标，特编制颍州区程集镇工业集中区控制性详细规划（以下简称本规划），以期达到指导园区的开发和建设，合理、有效地使用土地和空间资源，确定建设用地的控制标准和规划管理要求的目的。

Abstract: In order to guide the industries of Chengji town to concentrate in the park, promote the industrial clusters play scale, gather and demonstration driving effects, promote industrial cluster development to form the sustainable competitive advantage aggregation, and satisfy the demand of the space industry development, the aim is to realize the goal of strengthening the town. The industrial clusters regulatory detailed planning in Chengji town of Yingzhou district (hereinafter referred to as the planning) is to achieve the the goals of guiding the park development and construction, reasonable and effective use of land and spatial resources, determining the control standard and planning management requirements of construction land.

1、集镇性质：阜阳市近郊卫星镇,颍州区重要的工业基地之一。

2、集镇规模：

近期2005年：人口9300人，1.1平方公里.

远期2020年：城市人口2.5万人；2.7平方公里

3、集镇发展方向：以现状建成区为基础,城镇主要向南、西发展.

4、规划集镇结构：规划以现状路网及自然水体为基础，在用地结构设计中采用分片块状结构。

5、颍州区程集镇工业集中区用地位于程集镇区西北部，北起泉一路，南至阜临路，西起永丰沟，

东至泉源河，南北长约1100米，东西宽约1200米，总规划用地总面积129.83公顷。
