a) Network Identity (NI) (octets 1 and 2)网路标识（NI）（第1/2八位位组） 每位数字按二进制编码，表示从0到9的十进制数。
如果这个字段的第一位数字编码为0或9，则在第2个到第4个NI数字中接着式TCC（Telephony Country Code电话国家编码）。（最有效的TCC数字在第2个NI数字）。如果TCC长为一个数字或两数字，则当需要时，剩下的数字可用RPOA或网标识码插入。如果不需要第2个八位位组，则编码为全0。
第一位数字的编码不包括1或9。
如果第一位数字不是0，9，1或8，则这个字段包括DNIC（Data Network Identification Code数据网络标识码），建议X.121的规定一样。
