摘 要
住房问题,一直是困扰世界各国的一个严重问题,无论是经济发达的超级大国,还是经济贫穷落后的国家,都无一例外。住房作为一个产业,既可以增加投资,又可以引导和培育新的消费热点。它对国民经济其他行业和部门有着高度的关联性,涉及约52个部门。九五期间我国确立了以住房建筑作为新经济增长点,带动经济的持续高速发展。如何使这一关系每 一位居民切身利益,又作为经济发展龙头的产业,步入良性发展轨道呢? 这是一个综全性极强的研究课题,本文拟从住房金融的角度入手,探讨作为住房产业进一步发展的必备的金融服务----个人住房抵押贷款业务的发展。分析了我国个人住房抵押贷款业务目前所面临的风险及其产生的原因,并结合我国实际情况提出了防范各种风险的对策,以促进我国个人住房抵押贷款业务的持续、健康发展。

Abstract
Housing issues, has been a serious problem plaguing the world, whether it is economically developed superpower, or the economy of poor and backward country, without exception, housing, either as an industry to increase investment, but also to guide and nurture newconsumption hot spots. it has a high correlation in other industries and departments of the national economy, about 52 departments. Ninth Plan China has established a sustained and rapid development of housing construction as a new economic growth points, to promote economic, how to make thisrelationship between the vital interests of every resident, industry as a leader of economic development, into the track of healthy development? this is a comprehensive research project for the whole highly, this paper will start from the point of view of the housing finance to explore further development as the housing industrythe necessary financial services ---- the development of individual housing mortgage business. analysis of the risks faced by our personal mortgage business and its causes, combined with China's actual situation and proposed countermeasures to guard against various risksin order to promote sustained and healthy development of China's individual housing mortgage business.
