中 文 摘 要

在铁路运输运营中，乘务管理是客运部门所面临的既具体又关键的问题之一。乘务排班问题是乘务管理的核心问题，合理的排班对于减少运营中乘务费用支出，提高运营效益有着极其重要的意义。

传统的旅客列车乘务模式的基本特点是：以客车的车底交路为基础，在列车编组中设宿营车，每辆客车设乘务室。从列车的始发站上车，到终点站下车，乘务人员跨线、跨局值乘，运行途中在列车上实行双班轮班作业。

本课题首先从介绍我国铁路运营特点入手，借鉴国内外乘务计划的编制现状，通过分析我国现行乘务组的值乘特点、值乘方式及乘务计划的评价指标，提出了优化乘务组织的需求目标。通过对现行乘务组织的特点分析，在研究现行乘务组织不能完全满足要求的情况下，设想怎样对乘务组织进行局部的调整和优化，最后从实用性的角度出发构建新乘务组织的实施过程。

英 文 摘 要

In the railway transport operations, crew management is one of the key problems is concrete and passenger sectors face. Crew scheduling is the core problem of crew management, reasonable scheduling to reduce the cost in operation expenditure, has the extremely vital significance to improve the operation efficiency.

The basic characteristics of the traditional passenger train mode is: to the passenger vehicle routing based on a camping car, train, each passenger car. The crew room. From the train originating station, get off at the terminal station, the flight attendants to cross the line across the board, management, operation way to implement the dual class work on the train.

This paper first introduces the characteristics of China's railway operation of the status quo at home and abroad, from the preparation of crew plan, through the analysis of the operation characteristics of the evaluation index, the crew of our crew duty mode and crew planning, put forward the demand goal optimization crew organization. Based on the analysis of the current crew, fully meet the requirements of the current situation in the next crew organization cannot, imagine how to adjust and optimize the local to the crew, the implementation process of constructing a new crew finally from the practical angle.
