摘 要

2014年，中央一号文件将“改善乡村治理机制”作为全年工作的重点，对城镇化进程中乡村治理进行了重要部署和安排，乡村社会治理成为摆在党和政府面前的重要研究课题。乡村社会治理是国家治理体系重要组成部分，不仅有助于解决当前社会发展过程中的矛盾和社会纠纷，稳定社会秩序，而且对于发展社会经济、实现国家长治久安具有战略性社会意义。当前，我国城镇化以及城乡一体化进程发展迅速，传统的乡村治理模式正面临着诸多新形势、新问题和新挑战，改善和创新治理模式已经成为农村社会管理以及公共服务的当务之急。如何深入全面贯彻落实中央一号文件精神，实现将工业与农业、城市与乡村、城镇居民与农民有机结合起来，将成为决定乡村社会未来走向的重要影响因素。总体来说，加强乡村社会治理必须注重创新体制机制，实现乡村善治，实现乡村秩序规范稳步进行。

本文以永城为例，探讨了城乡一体化视域下乡村社会管理创新问题。乡村社会创新管理作为当前新形势下社会管理改革发展的重要内容，在推进当前经济社会发展、改善民生以及稳定社会方面具有十分重要的作用。本文基于对乡村社会管理创新发展问题的全面认识与判断，创造性地运用文献研究法、对比分析法、调查研究法、定性分析法、案例分析法等方法，就城镇化进程中乡村社会治理问题进行系统、全面、深入的探讨。首先是乡村社会管理创新理论基础，主要包括乡村社会治理相关概念、乡村社会治理内容等，为后续研究提供理论依据；其次是结合永城市发展实际情况，分析城乡一体化背景条件下永城市乡村社会治理的经验、做法以及现状；再次是对永城市乡村社会治理滞后的原因进行剖析；最后是针对本文前些章节的分析和研究，提出有针对性的创新路径。通过研究本文认为乡村社会管理创新涉及到多个方面的利益，应当通过机制或体制完善，服务体系完善，政府职能转变等实现创新发展。

ABSTRACT

Rural social governance has become an important research topic in the party and the government. Strengthening the research of rural social governance is an important part of the national governance system, which not only helps to solve the contradictions or social disputes in the current social development process, but also a stable social order. At present, China's urbanization and urban and rural integration to speed up the development, the traditional mode of rural governance is facing many new situations, new problems and new challenges. Improvement and innovation management mode has become the top priority of rural social management and public service, how to implement the spirit of the central document, realize the combination of industry and agriculture, urban and rural, urban residents and farmers, will become the important factors that determine the future direction of rural society. On the whole, strengthening the rural social governance must pay attention to the mechanism of innovation, realize the rural good governance, and realize the rural social order standard steadily.

Taking Yongcheng as an example, this paper discusses the innovation of rural social management in the view of the integration of urban and rural. As an important part of social management reform and development in the current new situation, the innovation management in rural areas plays an important role in promoting the economic and social development, improving people's livelihood and stabilizing society. This paper is based on the comprehensive understanding and judgment of the innovation and development of rural social management. Creative use of the research method, comparative analysis, investigation, qualitative analysis, case analysis and other methods, on the process of urbanization in rural areas of social governance system, comprehensive, in-depth discussion.
