二、由此可见，实施严格有效的专利制度，对于保护发明人的权利，保护人民发明创造的积极性，对于促进技术进步、经济发展、技术交流，都有非常重要的作用和意义。 三、要对专利进行有效的保护：
1. 从外部环境来说，国家要制定完善的专利法律制度，并向全社会宣传普及专利法规，提
高全社会的专利法律意识。
2. 作为发明创造者，要及时将自己的智力成果申请专利保护。在取得专利后，要善于运用
法律武器，或通过行政救济途径，或通过司法救济途径，维护自己的合法权利，打击各种侵权行为。
