一、建设项目概况

(一)、建设项目的地点及相关背景

拟建项目起点位于京台高速东侧,接德州市北外环路终点,路线从枣林齐村北穿过,沿滨德高速公路南侧向东延伸,经李小吴村东北后跨越减河,在阎王张村和西尹庄村之间穿过,路线折向东,与滨德高速连接线相交后,下穿京沪高铁,跨越羊角沟,从西周村穿过,路线于李尧村东北折向南,在王陈庄村西经过,与S314相交,路线一直向南延伸,跨越老马颊河后,与东方红路相交,从将军寨村穿过,跨马颊河岔河后与陵县北环相交,从中南控股公司厂区内穿过后,与陵州路相交,终点接G104线陵县西环,路线全长24.455Km。

项目背景:德州市位于山东省西北部,是山东省的北大门,北依北京、天津,南邻省会济南,西接山西煤炭基地,东连胜利油田及胶东半岛,处于华北、华东两大经济区连结带和环渤海经济圈、黄河三角洲以及“大京九”经济开发带交汇区内,兼具沿海与内陆双重优势。素有“九达天衢”、“神京门户”之称,是华东、华北重要的交通枢纽。

随着经济社会的发展和综合路网的不断完善,德州市作为交通运输枢纽的重要地位更加突出,其承接南北兼起东西交通的区域优势进一步提升。然而,目前德州交通路网仍存在不足,主要表现在公路穿过城区,缺乏绕城的快速过境通道,过境车辆与城市交通混行,交通组织混乱等。特别是G104线城区过境段,下穿京沪铁路后进入市区,自西向东先后横穿老城区、天衢工业园、经济开发区、经济开发区高铁新区,造成过境车辆与城市交通混行,路段通行能力低下,给市区交通也带来极大的压力,同时对城市规划布局和建设发展形成极大的干扰,因此亟需对G104线城区过境段进行改线,以解决现存的问题。

此项目的实施,将实现过境交通与城市交通的分流,有效提高路网的运输效率,缓解城市交通压力,提高城区交通安全,有利于城市的规划发展,对促进区域经济发展具有重要意义。
