1 INTRODUCTION 介绍

Lifting operation is one of the most hazardous and commonly carried out operation on any construction site. Lifting is an integral part of most of work. In order to carry out this operation safely, SECCO requires all lifting operation to be carried out in safe manner utilizing both competent personnel and proper equipment.

起重作业是最具危险性的作业之一，且通常在每个施工现场都需进行的作业。对大多数作业而言，起重作业是一个不可或缺的部分。为了能够安全进行此项作业，赛科要求所有起重作业应使用合格人员和合适的设备以安全的方式安全进行。

2 AIM 目的

The aim of this procedure is to provide a safe system of work as required by PY/HZ Gas Development PMT. It provides guidelines to everyone involved with lifting operations on their responsibilities and relevant legal requirement.

本规程的目的是按番禺/惠州天然气开发项目组的要求为工程提供一个安全系统，它规定了起重作业所有相关人员的相应职责和相关法定要求。

All lifting gear and lifting appliances used at PY/HZ Gas Development project site must be controlled, operated, inspected, tested and maintained in accordance with the guidelines laid down in this procedure.

番禺/惠州天然气开发项目现场使用的所有起重设备和起重器具都必须按本程序中制定的指导方针进行控制、操作、检查、试验和维护。

3 PROCEDURE 程序

It is The Contractor Site Manager’s responsibility for ensuring that this procedure is issued and implemented as part of a safe system of work for all lifting operation on site including supplies of materials/equipment and ensuring these activities are to be supervised by a competent person when coming on to the PY/HZ Gas Development project site and that they are subject to the same safety standards and rules.

承包商现场经理负责确保本程序作为所有现场吊装作业（包括）安全系统的一部分得以签发并执行，确保进入番禺/惠州天然气开发项目现场的材料/设备供应商的这些作业必须在一个合格人员的监督下并服从同样的安全标准和规则。

a) The Contractor Site Manager is responsible for ensuring that this procedure is adhered to at all

times.

承包商现场经理负责确保本程序在整个过程中得以被遵守。

b) It is the duty of all Supervisors to acquaint themselves with the contents of the procedure and ensure

that persons under their control work in conformity with the standards set and required under legislation.

所有现场主管的职责是熟知程序的所有内容并确保在其监管下的工人遵照标准规定和法规要求。

c) The Competent Person who is in charge of a lift, regardless of the type or size, is the only person

authorized to give instructions and signals.

不论起重类型和作业规模大小，负责起重作业的合格人员是唯一指定对起重作业发号施令的人员。

d) The nominated Competent Person will ensure that all certified loose lifting equipment is recorded in

a register when taken from or returned to the rigging loft. He is also responsible for ensuring that all loose lifting equipment is visually checked for damage prior to issue and on return to the rigging loft. Any pieces of equipment found to be damaged are to be withdrawn from service.

经任命的合格人员应确保所有合格的散装起重设备在进出缆具间前后都必须登记在案。他还必须确保所有散装起重设备在进出缆具间前应进行外观检查以确定是否有损坏。一旦发现设备有任何损坏，该设备则不得用于施工。

e) The Competent Person shall have such practical and theoretical knowledge and actual experience

for which he is responsible as will enable him to detect defects or weaknesses. 负责人员必须拥有理论知识和实践经验，确保其能发现缺陷和缺点。

4 LIFTING EQUIPMENT 起重设备

All lifting appliances and equipment are to be thoroughly examined color coded and, where necessary, tested:

所有起重器具和设备都必须进行彻底地颜色标识检查并且在必要时进行试验：

a) After installation and before being put into service for the first time.

在安装后和首次使用前。

b) After assembly and before being put into service at a new site or in a new location.

在新工地或新位臵装配后和使用前。

c) Following the re-installation or substantial alteration or repair before it is used again.

在重新安装或较大改造或修理后再次使用前。

d) Examinations, tests or retests are to be carried out and signed by a competent person who is

sufficiently independent and impartial to allow objective decisions to be made. The examination report must be kept by the owner and where defects are noted that prevent the use of the equipment safely, written notice must be given to the Site Construction Manager immediately.

由一个完全独立和公正的合格人员进行检验、试验或复检以及验收，从而确保结果的客观性。检验报告必须交业主保存，如果设备存在缺陷导致设备无法安全使用，则应立即书面通知现场施工经理。

e) All pieces of lifting gear must have a valid certificate.

起重设备的所有部件都必须具有有效的证书。

f) Only certified lifting equipment with current color code to be used.

只有合格的，带有当前色标的起重设备方可采用。

g) Any lifting equipment must be recorded in the Lifting Gear Register.

所有起重设备都必须记录在起重设备登记表中。

h) All lifting appliances must be clearly marked with an identification number and with their safe working

loads.

所有起重器具必须清楚标明标识号和其安全作业载荷。

i） Personnel using any lifting equipment are responsible to carry out visual inspection for any obvious

wear and tear or damages before every use.

起重设备使用人员负责在使用前对设备进行目测，看是否存在任何明显严重破损

5 SAFE USE, INSPECTION AND MAINTENANCE 安全使用、检查和维护

All lifting gear, such as wire sling, webbing sling, hook and shackle etc must be safety use, inspection and maintenance in accordance with the manufacture’s recommendation and the relevant national standard。。

所有起重设备，如钢丝绳，扁平吊装带，吊钩和卸扣等必须根据制造商的建议和相关的国家标准安全的使用，检查和维护。

5.1 Safe Use and Maintenance of Wire Sling 钢丝绳安全使用和维护
