传统接入网的范围只能到达小区或大楼的入口，提供的服务以话音为主，功能单一。目前，全国各大省市正在掀起小区信息化的建设，小区内各种子系统如CCTV闭路电视监控系统，可视对讲系统，小区局域网系统，小区宽带网系统，小区物业综合管理系统却要单独布线，单独安装，自成系统。不仅造成重复建设、重复投资、更造成了管理界面混乱，管理成本升高等结果。如果能把小区内各种子系统全部纳入接入网中，并且在统一的网络管理界面上进行管理，将各种子系统作为小区网络平台的业务，无疑会带来一场变革。这种变革不仅仅是小区建设的革命；也极大地扩展了接入网的范围；丰富了接入网的功能。可以使接入网由小区入口延伸至每一个住户家中，并且渗透到人们的日常生活中。这无论对电信企业，设备制造商，房产商都是有利的事情。 小区的建设可以分为3个层次：

1．小区网络建设，包括小区网络平台和小区网络业务的建设。 小区的网络建设形式有很多中。目前发展最多的是局域网方式，即在PDS综合布线的基础上，增加必要的网络设备，就可以组建小区的网络平台。可以实现小区住户之间的相互访问，小区住户访问物业管理中心。局域网方式最大的特点就是实现简单，组建局域网所需要的产品经过很多的发展，已经得到了很多厂商的支持，组网方式灵活多样。但也存在着网络安全性差和难以维护的缺点。随着ADSL技术的日益普及，也可以采用ADSL技术在小区内组建网络平台。ADSL的特点是在原有电话线的基础上可以得到

小区网络业务包含两个方面。一是建设小区自己的网站，这实际上是一个小的ICP，内容主要以小区内部的服务为主，包括会所预定，网上社区，小区家政服务等内容，它的主要使用者是小区的居民，一般不开放给其他人使用。网络业务的另一个层面是小区和住户家中的安保系统。传统的安保系统其数据传送方式采用串行信号，把传感器信号用专用的线缆传送到专门的控制终端上去。这样做，首先在布线上，串行线缆和小区内原有的网络平台布线重合，其次，串行信号的协议往往自称体系，不同厂家之间的协议互不相通。如果安保系统的接口全部是以太网接口，传感器就近接入小区的网络平台，控制终端也连接在网络平台上，就可以实现原有的功能，中间不需要其他的布线。由于采用以太网协议，不同厂家之间信号互

目前，已经建成的ATM骨干网络，但是在网络上可以开展的业务种类太少。小区的网络平台通过各种方式接入骨干网之后，除了高速上网之外，没有其他更多的业务，网络的使用率不高。

现在可以开展的业务包括远程教育、远程医疗、VOD、GOD等高带宽的交互视频业务，以电子商务为代表的高安全性业务，这些业务还需要社会各方面的努力。

如果小区接入骨干网之后，这些高带宽的视频业务全部通过骨干网在传输到用户家中，那么，骨干网的带宽需求随着用户数的增加而增加。当用户数很多的时候，会对骨干网造成很大的压力。因此，现阶段的模式不能大面积推广。如果结合小区的建设，在小区内加设镜像站点，这些镜像站点定期和主服务器同步。小区用户只要访问小区内部的服务器，就可以使用这些业务，把对骨干网的带宽需求转换到小区内部的网络平台上。这样，可以大大减轻骨干网的压力，可以大量的发展用户。

在小区内实现电子商务，全部是所谓的BtoC的模式。现行的电子商务存在着两个难点，一个是安全性，最终消费者直接和商家发生关系，消费者不信任商家，商家也不信任消费者，因此，需要第三方的认证系统。二是物流配送的难题，消费者订购了货物以后，往往不能按时收到货物。这实际上是没有一个强有力的物流配送系统作支撑。如果建设了小区以后，

和已有的宽带接入系统不同，公共宽带接入平台讲求的是统一接入，分别管理。由于小区分布在全市各个地方，如果全部通过通过骨干网连接到一个地方进行认证计费，在网络结构上不尽合理。同时由于小区上网人数众多，如果只有一个接入服务器，则要求这个服务器具有极强的处理能力，并且，随着用户的增加，相应的处理能力还要相应的增加，对这个服务器的要求很高。由于小区用户是成片的发展，因此资费政策和单个宽带用户不同，甚至不同小区之间也不相同。有的小区可能实行包月制，相应的带宽可能给的比较少，有些小区可能实行流量计费，还有些小区可能实行计时。

如果建立公共的接入平台，小区就近接入骨干网，可以大大节省骨干

通过在小区内部建设网络平台，通过公共宽带接入系统接到骨干网上，基本上可以实现网络平台从骨干网到最终用户的平滑过渡，分级管理。同时，通过在小区内部和骨干网上分别发展不同类型的网络业务，可以大大增加电信网络的使用率，增加电信网络收入，把电信业务推进到小区内部，吸引最终用户。网络平台和网络业务的共同建设，可以使电信企业在未来的激烈竞争中立于不败之地。
