我国城市生活垃圾分类现状及对策研究
摘要
中国城市垃圾分类早在20世纪70年代就开始，特别是建设部在 2000 年分别选取了北京、上海、杭州等 8个大城市进行垃圾分类回收试点，在我国城市生活垃圾处理行业得到了较快发展。但是，均因措施不当而未取得预期效果。市容市政、环卫行业主管部门、城市生活垃圾处理项目经营单位之间还存在许多协作不协调的问题，城市垃圾分类体制改革势在必行。
本文通过对国内外城市垃圾处理现状中垃圾分类、垃圾收集、垃圾处理的分析，总结出中国城市垃圾分类过程中政府制定政策欠完整性分析，垃圾分类处理技术水平不足，多部门协调能力欠缺等问题，从而提出促进中国城市垃圾分类的可行性建议，如完善监督投入保障制度，构建多级管理模式，完善相关法律法规、管理条例等。

Urban living garbage classification in China present
situation and countermeasure research
Abstract
China's urban garbage classification, began in the early 1970s. Especially the ministry of construction, respectively, in 2000 selected the eight big cities such as Beijing, Shanghai, hangzhou garbage recycling pilot, city life garbage disposal industry in China got rapid development. However, due to the improper measures and the expected effect has been obtained. City municipal, sanitation department in charge of industry, city life garbage disposal project still exist many collaboration between business units uncoordinated problems, city garbage classification system reform is imperative.
Based on the present situation of city garbage disposal at home and abroad in the analysis of the classification, garbage collection, garbage disposal, summed up China's urban garbage classification garbage in the process of production and processing power imbalance, government policy owe integrity analysis, garbage sorting processing technology level is insufficient, lack multisectoral coordination problems, to promote China's urban garbage classification management system reform is put forward feasible Suggestions, such as perfecting the system of supervision and
