(iii)a vessel engaged in fishing.从事捕鱼的船舶。

? A vessel engaged in fishing when underway shall, so far as possible, keep out of the way of:

从事捕鱼的船舶在航时,应尽可能给下述船舶让路: (i) a vessel not under command;失去控制的船舶;

(ii) a vessel restricted in her ability to manoeuvre.操纵能力受到限制的船舶。

(d)(i) Any vessel other than a vessel not under command or a vessel restricted in her ability to manoeuvre shall, if the circumstances of the case admit , avoid impeding the safe passage of a vessel constrained by her draught , exhibiting the signals in Rule 28.

除失去控制的船舶或操纵能力受到限制的船舶外,任何船舶,如当时环境许可,应避免妨碍显示第二十八条信号的限于吃水的船舶的安全通行。

(ii)A vessel constrained by her draught shall navigate with particular caution having full regard to her special condition.

限于吃水的船舶应全面考虑其特殊条件,特别谨慎的驾驶;

(e) A seaplane on the water shall , in general ,keep well clear of all vesses and avoid impeding their navigation. In circumstances, however, where risk of collision exists, she shall comply with the Rules of this Part.

在水面的水上飞机,通常应宽裕地让清所有船舶并避免妨碍其航行。然而在有碰撞危险的情况下,则应遵守本章条款的规定。

SECTION III –CONDUCT OF VESSELS IN RESTRICTED VISIBILITY船舶在能见度不良时的行动规则

RULE 19 CONDUCT OF VESSELS IN RESTRICTED VISIBILITY

船舶在能见度不良时的行动规则

(a) This Rule applies to vessels not in sight of one another when navigating in or near an area of restricted visibility.

本条适用于在能见度不良时的水域中或在其附近航行时不在互见中的船舶。

(b) Every vessel shall proceed at a safe speed adapted to the prevailing circumstances and conditions of restricted visibility. A power- driven vessel shall have her engines ready for immediate manoeuvre.

每一船应以适合当时能见度不良的环境和情况的安全航速行驶,机动船应将机器作好随时操纵的准备。

(c) Every vessel shall have due regard to the prevailing circumstances and conditions of restricted visibility when complying with the Rules of Section I of this Part.

在遵守本章第一节各条时,每一船应充分考虑当时能见度不良的环境和情况。

(d) A vessel which detects by radar alone the presence of another vessel shall determine if a close-quarters situation is developing and/or risk of collision exists.If so, she shall take avoiding action in ample time, provided that when such action consists of an alteration of course, so far as possible the following shall be avoided:

一船仅凭雷达测到它船时,应判定是否正在形成紧迫局面和(或)存在碰撞危险。若是如此,应及早的采取避让行动,如果这种行动包括转向,则应尽可能避免如下各点:

(i) an alteration of course to port for a vessel forward of the beam, other than for a vessel

being overtaken;

除对被追越船外,对正横前的船舶采取向左转向;

(ii) an alteration of course towards a vessel abeam or abaft the beam. 对正横或正横后的船舶采取朝着它转向。

(e) Except wher it has been determined that a risk of collision does not exist , every vessel which hears apparently forward of her beam the fog signal of another vessel , or which canot avoid a close –quarters situation with another vessel forward of her beam ,shall reduce her speed to the minimum at which she can be kept on her course. She shall if necessary take all her way off and in any event navigate with extreme caution until danger of collision is over.

除已断定不存在碰撞危险外,每一船当听到它船的雾号显示本船正横以前,或者与正横以前的它船不能避免紧迫局面时,应将航速减到能维持其航向的最小速度。必要时,应把船完全停住,而且,无论如何,应极其谨慎的驾驶,直到碰撞危险过去为止。

3.ANCHORING锚泊

①My anchor position is bearing …… degrees ……, distance …… nautical miles

from Qili lighthouse/Racon Z. 我的锚位在距七里灯塔/桃花岛Racon Z.的方位??度,距离??海里处。

②Are you heaving up anchoring/dragging ? 你船在起锚/走锚吗? ③Are you dragging / dredging anchor? 你船正在走锚/拖锚吗?

④You have anchored in a wrong position. You must heave up anchor and shift to the ……anchorage as soon as possible. 你船抛错了锚位,必须尽快起锚,然后去??锚地抛锚。

⑤You have anchored in the fairway. You must heave up anchor and shift to the anchorage area. 你船抛在航道上,必须起锚并移到锚地里面。

⑥The distance between M/V (name) and you is decreasing according to VTS recorder. 根据VTS记录,XX船与你船之间的距离正不断减少。

⑦You are dragging using my judgment. 根据我的判断,你船正在走锚。 ⑧Check your anchoring position right away. 立即校核你的锚位。 ⑨Advice:

~Stand by your main engine and anchor(s). ~Call all persons in position.

~Check your anchoring position by all available ways. 建议:

~备车、备锚。

~召集所有船员就位。

~用一切有效手段校核锚位。

⑩ ~Send whistle/light signal to the vessel ahead of you. ~朝你前面的船鸣笛/发灯光信号。

EXP:

由北航道进口的外轮一般以韩国化工船居多,所以,到金塘/七里危险品锚地下锚。有时,你可能发现金塘锚地船舶密集,可以这样建议:

V:SUN HOPE,Advise you proceed to QILI dangerous anchorage directly. Reason:heavy traffic at Jintang Anchorage. Do you understand?

S:Roger,proceed to QILI dangerous anchorage directly. After anchoring,I will call you again. Thank you.

4.Anchor dragging 走锚

金塘/七里锚地是个开敞锚地,特别是冬季西北季风和夏季热带气旋来临之际,挡风能力差,又加上锚地水流急,大潮汛时更是可达5节流速,锚地底质多为沙泥,至今,已发生多起走锚和碰撞事故。这一些,应该引起我们VTS值班员的高度重视。 ①抛锚前提醒 EXP:

S:NB port control, SUN HOPE calling. Question:what is the wind direction and speed?(风向、风速) and what is the tide stream doing(流向)? Over.

V:Sun Hope, this is NB port control. Answer:Wind direction is northeast and speed 15knots.

And the tide is slack/rising/falling(平潮/涨潮/落潮), speed is about 2 knots. Attention:Heavy traffic(交通拥挤) in Jintang anchorage and the tide is strong. You should adjust your speed and navigate with great caution. Slack away enough shackles (松出足够长的锚链)and make certain for bringing up when anchoring (确认锚抓牢), You should keep at least 600m distance from other vessel. Out.

②走锚确认 EXP: V:SUN HOPE,NB port control calling. Located your speed on my radar is over than 1.8 knots(发现余速超过1.8节), so I am afraid you are dragging. .Please check your anchor position immediately. Over.

S:NB port control,this is SUN HOPE. My anchor is dragging now,thank you. V:SUN HOPE,NB port control. So,you must standby engine immediately(备车),heave up your anchor(起锚) then shift to other position (择位)and drop anchor(抛锚) ,then report to me your anchor position again(报告). Pay attention to the strong tidal stream at this anchorage(注意强流). Out. S:NB port control,your message understood. I will heave up anchor immediately and drop anchor in right position. I will call you again at that time. And standby for my engine. Out.

4. Pilot 引航

① (What is) your ETA to NB Pilot Station/Racon Z/Da huang mang island ?你预计到达宁波引航站/ Racon Z/Da huang mang 是几点?

Take the pilot abeam Racon Z/Da huang mang island at …… hours . 在Racon Z/Da huang mang ??时上引航员。

②Pilot ladder on xx side ,3m above water.引航梯xx舷,水面3米。

③No information. Please change to channel 23 to contact with NB harbour radio ,then connect with your local agent/NB pilot station to confirm.没有信息。请转到23频道,与宁波话台联系,然后与你的代理/宁波引航站确认。 这里,我们也可依引水要求,转发相关信息。

EXP:

V:Qing tai men,please rig your pilot ladder 引航梯 gang way in combination with pilot ladder 组合梯

on port/starboard side,three meters above water。Standby on channel 09 and 08。

S:Thank you。I will rig my pilot ladder Gang way in combination with pilot ladder

on Port/starboard side,three meters above water。Stand by on channel 09 and 16 ,and I will contact with my pilot again。Thank you。

这样,外轮的初次报告告一段落,以下便是引航员与我VTS 联系了。

三、管理建议用语 1.WARNING 警告用语

① You are steering a dangerous course. 你正以危险航向航行。

②Your present course is too close to the anchoring vessel.

你船目前的航向太靠近锚泊船。

③You are running into danger –你正驶向危险:

~ shallow water ahead of /in vicinity of you. 你的前面/附近有浅水区。

~submerged wreck ahead of /in vicinity of you. 你的前面/附近有水下沉船。 ~risk of collision (with a vessel bearing …… degrees, distance …… nautical miles). 与距离??海里,方位??度的船舶有碰撞危险。

2.ADVISE建议措施

① Advise you建议你:

~ Keep your present course. 保持目前的航向。

~ A new course of …… degrees. 采用新的航向??度。
