摘要
基于“一张图”的规划国土信息管理系统属于地理信息系统的范畴，系统融合各个部门多种数据：地理信息数据、规划信息数据、国土信息数据、企业信息数据等信息资源数据，使得市政府、规划局、国土局等单位能够在统一的数据应用平台上共享地图信息资源。系统提供了强大的数据录入与存储、信息查询与统计、空间分析与决策、数据更新与管理、城市设计等强大的功能，能够更好的为城市用地提供管理和决策服务。
本文作者依照软件工程定义的软件开发流程，从需求分析阶段开始，经过需求调研形成需求规格说明书，在此基础上进行设计，包括系统总体设计、各功能模块的详细设计以及数据库设计，在系统的实现阶段和测试阶段，通过相应的测试用例来验证系统可用性，最终实现了一个基于“一张图”的规划国土信息管理系统。
最后，关于进一步工作的方向进行了简要的讨论。

ABSTRACT
Design and Implementation of a planning and Land Information Management System based on “A Map” belongs to the category of Geographic Information System, the system has includes a variety of date in different departments, such as geographic information data, planning information data, land information data, enterprise information data, which can share map information in a unified application platform by the City Government, Planning Bureau, Land Bureau and other units. The system provides a powerful data entry and storage, query and statistical information, spatial analysis and decision, data updating and management, urban design, it is able to provide management and decision to the urban land better.
In this paper, the author defined according to software development process, this project starts from requirement analysis, formatting requirements specification after requirement survey. Then in this based on design, it includes overall design, detailed design and database design. During the system implementation and testing, take the corresponding test case to check the availability of the system. Finally this project achieved one of base on \System.
In the finality, the problems requiring further studies are discussed.
