3按照第一批运动员07年底入住大学城确保满足X市市运动员参加08年奥运会和09年全运会的需要加之2006年11月底前广阳坝训练基地提前搬迁的特殊情况因此第一期工程必须考虑广阳坝训练基地市体育运动学校市第三体育运动学校永川及市运动技术学院目前在训的12个项目的训练场馆

4为适应全国竞技体育的发展趋势市体育局应尽快组建专门班子专题研究市竞训中心在建成以后的管理体制和运行机制改革的工作

5本项目属于公益性项目建议有关部门给予大力支持在建设税费方面尽量给予优惠以增强项目的自身造血能力和抗风险能力促进该项目尽快实施建设早日发挥其社会效益

新中国成立后X市当时是中共中央西南局西南军政委员会西南行政委员会的所在地在邓小平刘伯承贺龙的关心下成立了X市体训班在全国最先开展了对优秀运动员的训练被誉为新中国竞技体育的摇篮1955年撤区划省后X市成为省辖市经上级特许X市体训班继续保留70年代X市体训班更名为X市市体育工作队

为适应X市直辖后竞技体育的新任务1999年在X市市体工队的基础上筹建了X市市运动技术学院并根据市体育局党组的决定与市第二体育运动学校市体育训练基地实施了合署办公人员交叉使用原编制序列不变的管理体制

目前学院下设3个系田径系水上系重竞技系有田径跳水网球羽毛球拳击摔跤自由式古典式柔道跆拳道蹦床武术套路散手等10个奥运会项目15支优秀运动队其中拳击和田径的短跑是学院备战全运会的优势项目拟拓展项目9个乒乓球游泳花样游泳艺术体操沙滩排球小轮自行车皮划船赛艇目前学院有专业运动员近600人是完成十一五竞技体育目标任务的主要训练单位

市体育竞训中心建成后市体育运动学校市第三体育运动学校市足球管理中心市篮球管理中心也将与X市市运动技术学院合署办公届时运动员人数将达到800余人

X市市运动技术学院原市体工队在其发展历程中为国家培养了一大批优秀运动员其中全国著名的运动员有王素珍赵成英家全贺祖芬
