前 言
为规范储能系统科学、有序地接入配电网,充分发挥储能系统在配电网中削峰填谷、平抑可再生能源电源波动、提供紧急功率支撑等作用。国家电网公司生产技术部组织中国电力科学研究院开展了《储能系统接入配电网技术规定》的编制工作。
根据我国配电网的结构特点和安全运行要求,结合储能系统的特性,在深入研究储能系统对电网的影响,并充分借鉴国外相关标准的基础上制定本规定。本规定针对对象为国家电网公司经营区域内接入35kV及以下电压等级配电网的、以电化学或电磁形式存储电能的储能系统。本规定在储能系统接口装置、接地与安全、电能质量、功率控制与电压调节、继电保护、自动化与通信、电能计量方面对储能系统接入配电网做了相关的技术规定。
本规定是国家电网公司所属各区域电网公司、省(区、市)公司经营区域内接入35kV及以下电压等级配电网的储能系统的指导性文件。
本规定由国家电网公司生产技术部提出并解释。 本规定由国家电网公司科技部归口。
