Material man 物料员
Is responsible for packing, manifesting goods to be sent by helicopter, If dangerous goods are to be sent by helicopter, a written permit must be obtained from the helicopter company in advance, and well as instructions concerning packing the goods. Dangerous goods shall be transported in conformity with IATA'S regulations.
负责送上直升机的货物打包、仓单的填写。若果使用直升机运输危险品货物,必须得到直升机公司一书面的许可,正确地包装危险货物,航空运输的危险货物必须遵守国际航空协会的危险物品运输规则。
Medic/Administrator/Safety Officer 医疗人员、行政人员、安全监督
Is responsible for departing and arriving passengers. Departing passengers shall watch the safety briefing prior to boarding. After this, they should stay inside the Helo Lounge in the accommodation the DPO gives instructions, in a PA announcement, to proceed to the helideck. The dispatcher will then release the passengers from the safe passenger waiting area inside Helo Lounge. He/she is also responsible for assigning cabins for arriving passengers and informing new arrivals about the safety induction and mentor on board.

Passenger weight 乘客称重
If it is an authority requirement every passenger shall be weighed individually. If this is impossible and the outbound weight is not available a standard weight can be used. Check with helicopter operating company which standard they are using.
除非特别许可,每一位乘客必须进行称重。如果称重不可能,及出港重量使用标准重量。与直升机公司联系,乘客将使用哪 一标准重量。
Norway is using:Male: 91 kg, Female 73 kg. This figure includes 5 kg for the survival suit. 罗威直升机公司使用的标准重量是:男91公斤,女73公斤。这重量包括5公斤的防寒防沉服。
Communication 通信
The DPO has the initial contact with the helicopter terminal and helicopter. The HLO takes over communication with the helicopter from \船台上电报员负责最初与直升机基地、直升机的初始联系。直升机指挥员接过直升机指挥权使用“机坪指令”喊话。
The DPO is responsible for sending a weather report to the helicopter base and to update weather reports every 30 minutes during the flight or immediately if the weather changes after the initial report, and the new condition can effect the helicopter operations.

Heave period 浮沉期间
The Heave period \equipment is not available, the pilots must use a standard heave period of 10 seconds for manual calculations of average heave rate.
浮沉间隔“浮沉间隔”是指以时间秒为单位测量两个波浪的顶部。如果没有适当的测量设备,飞行员使用人工平均浪高浮沉率计算10秒期间标准的浮沉率。
Average Heave Rate 平均浮沉率
Average heave rate must be entered if measuring equipment for this purpose is available. If
measuring equipment is not available, the column must not be filled in. The pilots should calculate
average heave rate manually by dividing maximum total heave (measured over the last 10 minutes) by half the motion period (heave period).
如测量设备满足平均浮沉率测量测量功能的话,平均测量率必须填写到报告表中。如果测量设备不具备测量平均值的功能,该表格就让它空着不填写。飞行员应该通过总最大总浮沉度除以移动时间的一半计算平均浮沉率(测量过去的10分钟)。
Stand-by/emergency vessel 守护船
If the operator has a stand-by/emergency vessel at the location, such vessels shall be informed well in advance concerning helicopter's ETA, to give the crew time to prepare a rescue operation, if necessary. In preparing for helicopter arrival, the following guidelines apply to standby vessel operations:

When the helicopter takes off from land, the DPO notifies the stand-by vessel of the helicopter's

estimated time of arrival (ETA).
当直升机在岸上基地起飞,电报员通知守护船直升机预计到达时间。
Well in advance of the landing, the standby vessel must position itself in best possible position to monitor the helicopter operation (normally downwind from the installation).
在船台降落前,守护船应该保持位置,该位置、方向能对直升机运行进行最有利的监控(通常在海上设施的下风区域)。
The stand-by vessel mobilisation team must be notified and ready to enter the MOB boat for launching. 守护船上的相关人员必须得到相关信心,并做好进入救生快艇,实施搜寻的准备。
5.0 Helicopter operations直升机运行
5.1 En route to the vessel: 航路到海上船只
When the helicopter departs from land, the vessel shall be informed about the helicopter's expected time of arrival at the vessel. When the helicopter departs from land, the DPO must have available the
outgoing and incoming passenger list and manifest, quantity of jet fuel available + status of helideck .
当直升机在岸上基地起飞,岸上基地必须通知海上船只直升机预计到达的时间。当直升机离开岸上基地时,电报员应该得到飞机进港和出港的乘客名单,并制作仓单,通知岸上基地设施可用的直升机存油,及直升机甲板的状态。
The DPO shall from that point of time keep continuous radio watch on the helicopter's working frequency and emergency frequency, and activate the NDB at the helicopter pilot's request. When the helicopter takes off from shore, the HLO shall be notified of its ETA.
15 minutes prior to helicopter's ETA the DPO shall notify the HLO to be ready on helideck.
电报员应该划定的时间点,开始对直升机保持通信联系,跟踪直升机的工作状态,守听应该频率,当直升机飞行员要求时,开启NDB导航台。当直升机在岸上基地起飞,电报员应该通知直升机指挥员直升机的预计到达时间。直升机到达船台甲板15分钟前,电报员应该通知直升机指挥员做好降落甲板的准备工作。
