基层农产品质检体系存在的问题及对策

摘要; ; 通过对平凉市各级农产品质检体系的机构设置、运行、人员、编制、资质认定、能力水平、检测面积、仪器配置、经费使用等情况调查发现，农产品质检机构普遍存在机构挂靠、能力不足、资源闲置、经费短缺，人员流动频繁、能力水平参差不齐，检测面积不够，仪器配置不合理，基层机构建设薄弱，乡镇机构管理难度大等问题;提出明确县级农产品质检机构职能定位、明确乡级农产品质检站的发展方向、加大检测经费的投入等对策，以期为保障农产品质量安全提供参考。

Abstract; ; The survey of quality inspection system of agricultural products in Pingliang City was conducted from organization structure，operation，personnel，compilation，qualification，capability，inspection area，instrument configuration and fund utilization，etc.It was found that there general problems in agricultural product quality inspection institutions，including institutional affiliation，insufficient capacity，idle resources，shortage of funds，frequent flow of personnel，uneven level of capability，inadequate detection area，unreasonable instrument configuration，and thin construction of grass-roots organizations.It proposed the countermeasures，such as making clear the function orientation of the county level agricultural product quality inspection organization，clarifying the development direction of the township agricultural product quality inspection station，and increasing the investment etc.，so as to provide references for guaranteeing the safety of agricultural products.

為了全面了解和掌握市、县、乡农产品质量安全检验检测机构建设情况，健全三级农产品质量安全检验检测体系，强化履职尽责能力，检视农产品质检体系薄弱环节和存在的问题，近期对平凉市1个市级、7个县级和101个涉农乡镇的农产品质检机构进行了摸底调查。现对平凉市农产品质检体系现状进行分析，并提出相应对策。 1; ; 平凉市农产品综合质检机构建设现状

目前，平凉市有市级农产品综合质检机构1个，县级农产品综合质检机构7个，乡级农产品质检机构36个。
