2.12.2.3 场景三

接收参与机构回复业务退回应答报文，CNAPS2业务检查未通过，则通过回复通用处理确认报文至接收参与机构，告知拒绝接收此报文的原因。

参与者发起或回复的业务因报文格式错或重账被CNAPS2丢弃该业务报文 。 场景参见“报文丢弃通知报文”。
