【英文摘要】Nowadays our society has entered the Network Era,any event at home and abroad will form heated debate on the network. The nature of the Internet is open, free, interactivity and group, Netizens actively use the network platform to speak out views and opinions on social hot or focus, thus formed the network public opinion. Network public opinion influenced local government policy formulation and execution, social stability and the government image largely, many local governments deal with problems to face network public opinion; Therefore the local government which copes with networks public opinion have great inportance, it helps to build a harmonious society, helps improve public opinion expression mechanism, helps network develop healthily, helps to improve the local government image. This article elaborates the related concepts of network public opinion on the background and significance, firstly, I expound network public opinion meaning and rise, that is the public express or transmission the holdings of tendentious and influential speech and views on the Internet about hot social problems and the focus
