对中国纺织品服装业的影响和对策
摘 要
随着经济全球化和贸易自由化进程的不断加强，关税逐渐降低，非关税措施日益受到限制和约束，但以技术法规、技术标准等为主要内容的技术性贸易措施以其自身的特点日益成为阻碍国际发展的最普遍也更为强大的贸易壁垒。
从2001年我国加入世界贸易组织以来，随着纺织品配额和关税的不断减少，特别是后配额时代的到来，确实给我国的纺织服装贸易带来了新的发展机遇，我国纺织服装产品的出口在全球的地位逐渐上升，目前已经成为世界上最大的纺织品服装生产国和出口国。但是也正因为如此，近几年来，针对我国纺织品服装出口的非关税贸易壁垒越来越多，而其中不断升级的技术性贸易壁垒对我国的纺织品服装业产生了重大的影响，使我国纺织服装产品的出口遭受了巨大的冲击，停住了脚步。但从另一方面来看，壁垒也使我们看到了我国纺织品服装业的整体差距，感受到了整个行业的尴尬和困惑，如何建设我们自己的、符合国际发展趋势的产品技术标准，走技术创新和技术进步的发展道路，促进我国纺织品服装业积极参与国际竞争，这是我们必须深入思考和研究的问题。
本文从技术性贸易壁垒的内涵、分类、特点开始，通过对发达国家美国和欧盟技术性贸易壁垒体系及管理制度分析，以及对中国纺织品服装业现状的扼要介绍，着重剖析了美国和欧盟技术性贸易壁垒对我国纺织品服装业的影响，并就后配额时代与技术性贸易壁垒及其对中国纺织品服装业的影响进行了一定地阐述，在此基础上对我国如何应对，跨越技术性贸易壁垒提出了一些对策。

The Influence and Countermeasures of TBT on China’s Textile and Clothing Industry
ABSTRACT
With the improvement of economic globalization and liberalization trade, tariff is gradually dropping, the measure of non-tariff is limited day by day. Technical trade measure, such as technical laws and technical standards has become the most universal and the stronger trade barriers which hinder the development of international trade.
Since China entered WTO in 2001, with the decreasing of textile quota and tariff, especially the arrival of Post-quota Era brings new development and challenge to our trade of textile and clothing. The position of export on products of textile and clothing is gradually increasing. Our country has become the biggest export and manufacture country of textile and clothing. Because of it, the non-tariff barriers of textile and clothing are more and more in recent years. Including it, constantly promotion of Technical Barriers to Trade（TBT）has affected the industry of textile and clothing greatly. On the other hand, barriers makes us understand the entirely difference of our textile and clothing, and feel the confusion and embarrass in the whole industry. How to build our technical standards of products which fits in with the international trend, make the technical originality and technical improvement, and promote it entering the international competition actively are the problems we should consider and study deeply.
The article begins with the definition, classification and characteristics of TBT. It analyses the effects that America and EU makes to our industry of textile and clothing by analyzing the system of TBT and management in advanced countries and introducing the present situation of our country’s industry of textile and clothing, also expound Post-quota Era and TBT, and the influence that they make to China’s industry of textile and clothing. On this base, the article brings up some countermeasures on how to dealing with and overcoming TBT in China.
