Reflections on the government's purchase of services

\advocated in local regulations, government documents and leadership speeches. However, as a new way of government governance, many experts and scholars at home and abroad have expressed their different views.

Some people think that the government's purchase of services is of great significance. Some people believe that it is conducive to the transformation of government functions and institutional reform, so that government functions from \to \market economy and other parties; some people believe that the government entrusts more professional economic subjects to provide public services for society, is conducive to saving financial resources. Some people believe that it is conducive to promoting the cultivation and development of social organizations, improving the efficiency and level of public services, etc.

Some people also believe that there are many problems in government purchasing services due to the late start of government purchasing services in China. Some people think that it is lazy government for some government departments to \public services; some people think that as a type of expenditure in public finance, there are management loopholes, which provide a hotbed for corruption; some people think that the development of non-governmental organizations in China is immature, enterprises and social institutions can not fully undertake public services, and so on.

In my opinion, it is obviously an innovation to hand over to qualified social organizations or market organizations what were originally provided directly by the government for public services, as opposed to the old government's sweeping package. The advantages of this innovation lie in that it is not only beneficial to the transformation of government functions and the development of social organizations, but also can reduce financial costs and improve the quality of public services, and adapt to the increasingly diversified needs of the public to provide multi-level services for the public. In China, the government purchase of public services is in the exploratory stage, with the continuous progress of work, will inevitably emerge more problems, the relevant departments should further strengthen supervision and management, improve the operation mechanism, promote the steady

development of government purchase of services.

关于政府购买服务问题的思考

“政府购买服务”现在很流行，在地方法规、政府文件和领导讲话中经常予以倡导。然而，作为一种新的政府治理方式，不少国内外专家、学者都发表了各自不同的观点。

一些人认为，政府购买服务具有十分积极的意义。有人认为，它有利于政府职能转变和机构改革，使得政府职能由“生产型”转为“服务型”，为群众、政府、市场经济主体等多方均带来利益；有人认为，政府委托更加专业的经济主体为社会提供公共服务，有利于节约财政资金，提高支出绩效；有人认为，它有利于促进社会组织的培育和发展，提高公共服务的效率与水平，等。

也有些人认为，由于政府购买服务在我国起步较晚，政府购买服务中存在很多问题。有人认为，一些政府部门把分内工作借购买公共服务之便“外包”出去，是“懒政”行为；有人认为，作为公共财政的一种开支类型，存在管理漏洞，为贪污腐败提供了温床；有人认为，我国非政府组织发展不成熟，企业以及社会机构无法完全承担起公共服务工作，等。

我认为，将原来由政府直接提供的、为社会公共服务的事项交给有资质的社会组织或市场机构来完成，相较于旧的政府大包大揽的模式，显然是一种创新。这种创新的好处在于，既对政府转变职能和社会组织发展有利，也可以降低财政成本和提高公共服务质量，并适应公众日益多元化的需求，为公众提供多层次的服务。在我国，政府购买公共服务正处于摸索阶段，随着工作不断推进，必然会冒出更多问题，相关部门应该进一步强化监督管理，健全完善运行机制，推进政府购买服务稳步发展。
