农业财政专项资金管理内部控制研究

——A市农业财政专项资金管理内部控制设计

摘要

我国是农业大国，政府的财政支农政策，作为政府发挥职能作用的重要手段，对促进社会经济的协调发展作出了积极贡献。但财政支农资金在使用和监管方面也存在不少问题，财政支农资金缺乏科学的管理和运用，作为农业财政专项资金的管理方农业行政部门长期以来重支出，轻绩效，管理弱化，资金使用效率低下，导致地方财政支农资金存在不同程度的浪费，甚至被贪污挪用，因此建立一整套完善，有效的内部控制制度，并在实践中贯彻运用，有利于提高财政支农专项资金的使用效率，防范财政支农专项资金使用过程中的舞弊行为，使财政支农专项资金更好的服务于“三农”。本文希望通过具体的案例分析，丰富内部控制在中国行政事业单位推行的案例研究。

根据上述目标，本文对一个县级市A市农业经济局的农业财政专项资金的使用和监管情况进行考察，运用COSO内部控制框架理论，从内部控制五要素包括控制环境、风险评诂、控制活动、信息与沟通、监督五个方面对A市农业经济局的农业财政专项资金的内部控制现状进行分析，找出资金使用、监督、管理各环节存在的问题，并针对问题提出解决方案。作者认为，从技术层面看，要防范农业财政专项资金在使用和监管过程中出现的问题，提高资金使用的经济效益和社会效益，农业财政专项资金项目管理方必须要设立内部审计机构或岗位，加强内部审计。对专项资金项目建立绩效评介指标体系，开展绩效评介，进行追踪问效。本文的创新之处在于，在建立农业财政专项资金管理内部控制基本框架的同时，通过内部控制五要素中监督这一环节，引入绩效评介指标体系，将绩效评介与内部控制有机的结合在一起，从而实现对农业财政专项资金项目事前、事中、事后的全程控制。

最后，作者尝试对具体的农业财政专项资金项目进行内部控制运用。使用内部控制五要素对A市某村的内部控制现状进行分析，找出存在问题并提出解决方案，着重对该村使用农业专项资金的情况进行绩效评介。

Abstract

China is a big agricultural state. Chinese government's fiscal policy to support agriculture development, which works as a mean of government function, contributes a lot to the balanced development of social economy. But the use and supervision of Agriculture fund have many problems, the fund lacks of scientific management. China agriculture administrative authority, as the administrative agency of agriculture fund, has long emphasized the expenditure of fund, but paid little attention to efficiency of usage of the fund, which causes the misuse of the fund and corruption, therefore a comprehensive and effective internal control regulation needs to be built up, in order to improve the usage efficiency of the fund and prevent corruption. We want to provide more case for the research of China administrative department.

This article attempts to observe the usage and supervision of agriculture fund by a city-level agriculture authority, to apply COSO internal control structure theory, assessing the current situation and finding the problems of internal control from the perspective of environmental control, risk assessment, information and communication. The author suggests, in terms of technology, management agency of agriculture fund needs to set up internal auditing function to enhance internal control and design a performance review system, in order to prevent the misuse and problems of agriculture fund and improve the economic efficiency and social efficiency of fund usage. The new thought of this article is how to introduce performance review system and combine the performance assessment and internal control to realize the full control of agriculture fund.

At last, the author attempts to solve the question of how to internal control the agriculture fund by using internal control 5 factors to analyze the current situation of a county, and finding the problem and present the solutions.
