浅谈招标控制价编制要点

摘要： 招标控制价作为招标人能够接受的最高交易价格，是合理择优确定中标单位（合同价）的基础，直接关系到招标人的资金能否最大限度的有效利用。文章基于招标控制价编制对工程招标与实施的影响，从编制依据、主体、过程控制等方面综合论述了提高招标控制价合理性与准确性的编制要点。

Abstract： As the highest price that the tenderee can accept， bidding price control is the basis for determining the winner （contract price） reasonably. It relates directly to the effective utilization of the tenderee's fund. Based on the influence of bidding price control preparation on the bidding and implementation of the project， this article states the main points for improving the rationality and veracity of the bidding price control from aspects of preparation basis， subject and process control. 关键词： 招标控制价；招标控制价编制；编制质量；招标人利益

招标控制价也称拦标价或最高限价，是招标人根据国家或省级、行业建设主管部门颁发的有关计价依据和办法，按设计施工图纸计算的，对招标工程限定的最高工程造价。 2 招标控制价的作用

根据《中华人民共和国招标投标法实施条例》第二十七条规定，招标人设有最高投标限价的，应当在招标文件中明确最高投标限价或者最高投标限价的计算方法。

招标控制价作为投标的最高限价，可有效控制投资、遏制工程“三超”现象，防止投标人围标、串标恶意哄抬投标报价，提高资金使用效率。招标控制价的公布对招投标双方都具有明显优点：招标控制价的公布提高了招投标工作的透明度，避免了暗箱操作，使所有潜在投标人有了一个公平竞争的平台，让潜在投标人在有预期合理利润的前提下而积极参与投标；也提高了招标效率、降低了交易成本，利于招标人选择到具有成熟先进施工技术和先进管理经验、报价合理的中标人。
