试论民营经济发展对我国经济发展的影响

摘要

民营经济是在我国社会主义市场经济深入发展中应运而生的具有中国特色的经济概念和经济范畴。改革开放30多年来，我国在坚持社会主义公有制为主体的前提下，大力发展民营经济，使其成长为国民经济发展的重要组成部分，从而形成了以社会主义公有制经济为主体，多种所有制经济成分共同存在、共同发展的格局。大力发展民营经济是优化经济结构、推动经济发展方式转变的切入点和突破口，是加速安徽崛起、全面建设小康社会的重要举措，是缩小和发达地区差距的希望所在，是缓解就业压力、增加财政收入、推进城乡协调发展、促进社会和谐稳定的有效手段和途径。因此，本文对民营经济发展进行了较为系统的研究。第一部分文献综述，阐述了民营经济的内涵、特征等基本理论问题；第二部分，评析了我国民营经济的发展状况；第三部分，研究了民营经济的发展对我国发展的影响；第四部分，提出我国民营经济的发展趋势与对策。

ABSTRACT

The private economy is in our country with Chinese characteristics emerge as the times require in-depth development of socialist market economy and the concept of economic category. 30 years of reform and opening up, China insists on the premise of socialist public ownership as the main body, the development of the private economy, which grew into an important part of national economic development, thus forming the socialist public ownership economy as the main body, diversified ownership economy exist together, common development pattern. The first part is the literature review, introduces the basic theory, the private economy characteristics and so on; the second part, analyzes the development status of China's private economy; the third part, studies the influence of the development of the private economy on the development of our country; the fourth part, put forward the development trend of China's private economy and countermeasures.

一、绪论

（一）研究背景

民营经济是指除国有和集体企业及外资企业之外的所有制形式和经营方式，广义上的民营经济指的是非国有经济，除了个体和私营经济之外，还包括集体经济、外资经济以及国有经济持股 49%以下的混合经济。在改革开放之前是没有民营经济这个概念的，因此，民营经济是如何兴起的，它的历史发展过程如何，都有值得探讨的必要。自20世纪80年代以来，民营经济作为我国经济结构中新的成分，已经日益成为中国经济市场化改革的主要形式，并且在经济运行中扮演着越来越重要的角色。当前，民营企业已经成为我国经济活动中一支重要的力量。民营企业对于推动我国经济持续、健康、快速发展具有十分重要的意义。积极发展民营经济，有利于繁荣城乡经济、增加财政收入；有利于扩大社会就业、改善人民生活,促进社会稳定；有利于优化经济结构、促进经济发展，对全面建设小康社会和加快社会主义现代化进程具有重大的战略意义。众所周知，对民营经济的研究也已经成为当前学术界研究的热点课题之一。

（二）研究现状

“如何发展民营经济”是当前全国关注的经济热点问题之一，学术界诸多专家和学者仁者见仁，智者见智，献计献策，为民营经济的健康发展推波助澜，指引方向。

白永秀(2007)认为民营经济要成为21世纪中国经济发展的希望，就必须解决以下三个方面的问题：一是要实行观念创新，树立与民营经济发展趋势相适应的新思想新观念。主要是：发展民营经济就是培育新的经济增长点；“不求所有，但求所得”；公有制与私有制可以互相转化。二是鼓励民营企业超越自我，实行二次创业。重点是要进一步明晰产权关系；建立与完善现代公司治理结构；培养企业家队伍；培养民营企业文化；进行资产重组，调整民营经济产业结构；重视
