主叫MS

系统消息可以分为两部分：

? 在BCCH信道上发送的系统消息，主要包括系统消息1、2、2BIS、2TER、3、4，用

于手机空闲态；

? 在SACCH信道上发送的系统消息，主要包括系统消息5、5BIS、5TER、6。为支持

GPRS，华为BSC还支持系统消息7和13，用于手机通话态。
