TheCFSindustrythatisrelativelypassiveinnature.Consolidatorsrelyoninformationprovidedbytheirprincipalclients,theforwarders,toplanoperations.Thecontractsissuedbytheforwarderdetailtheservicechargesperunitvolumeofcargoestobehandledduringthecontractperiod.Theydonotprovidespeci csontheactualvolumethatwillbedelivered,northeactualtimesofarrivalanddeparture.Inevitablythismakesitverydi cultfortheconsolidatortoundertakeresourceplanning.Cargoarrivalnoticesareissuedonaverageonetotwoweeksinadvance,andtheactualarrivalofthevehicleiscon rmedafewhoursbeforehand.Thisimprecisionmakesitdi cultfortheconsolidatorstoforecastdailyoperations,ingthede nitionofanorderasacargowithanindividualinvoice,andtakingasamplefromoperationsduringoneweekduringthepeakseason,itwasfoundthatanordercouldstayinthewarehouseoftheCFSforaslongas10daysoraslittleas2hwhiletheaveragedwelltimewasslightlylessthanfourdays.Fig.4showsthedistributionofthedwelltime.
