流动商贩存在的原因分析

摘要

随着我国城市化步伐的不断加快，流动人口规模越来越大，并呈现出在城市长期居住的趋势，而这类人群中农村人口居于首位。由于流动人口中来城务工人员年龄偏大，学历不高，导致他们在物质生活条件方面，权利和权力方面，社会声望方面，竞争能力方面以及发展机会方面处于弱势地位，从而形成了弱势群体。在我们的日常生活中，随处可见的那些在街边摆摊卖东西的流动小商贩们，他们的主体就是社会性的弱势群体。他们的存在在一定程度上方便了市区居民的生活，为自身带来了生活上的经济保障，缓和了社会中的就业压力，但是随之带来的还有许多社会问题，如影响了城市治安、破坏了市容、扰乱了正常的经营秩序。一面关乎民计民生，一面关乎城市化建设，如何取舍，是一个亟待解决的问题。本次研究主要是围绕流动小商贩存在的原因展开分析和调查，通过此次调查，使我们不断思考，究竟要采取如何措施来整治流动小商贩问题，从而缓解小商贩与城管人员之间的暴力问题，解决这群弱势群体的生活就业困难。

调查表明，流动小商贩是弱势群体的重要组成部分。他们的构成人群一般年龄偏大，学历较低，一般无法找到很好的工作。他们从事这份工作的主要原因是为了补贴家用，但是由于工作环境很差，工作时间很长。所以他们也希望在摊费不高的情况下能够有一个固定的摊位。

最后论文就流动小商贩存在的原因和他们现在的生活状况进行了思考。政府要重视流动小商贩这类群体，由于他们的存在有其很重要的意义，因此他们也应该享有生存权，在此基础上，如何规划、引导、管理要比消除所有非法摊位更有意义。政府应认可并加以适当管理。相关部门要文明执法，并且要改变人们对小商贩的错误认识。充分了解他们、关注他们。

Abstract

With the pace of urbanization in China continues to accelerate, the size of floating population is keep expanding. And a growing number of those floating population, more of the population are from countryside, choose permanent residence in the city. Since the floating population to the city older workers, education is not high, resulting in their material living conditions, rights and powers, social prestige, the competitive ability and development opportunities in a weak position to form a group of vulnerable groups. In our daily life, you can see those peddlers who sell commodities along the street. They are the important part of city's vulnerable groups. To some extent, their existence facilitated the lives of urban residents, establish the economic security for their own life and reduce the urban employment pressure., but they also brought many social problems, such as the impact of the urban order, damaged the urban environment, disrupt the normal order of operation. On one hand it involves people's survival, on the other hand it involves the construction of the city..How to choose is a pressing issue. This study was focus on the reasons of the existence of small traders to analyze and investigate. Through this investigation, we have been thinking about what measure should be taken to management the problem of small traders, such as the violence conflict between the small traders and city mangers, improve the live standards of vulnerable groups and solve their employment difficulties.

Survey shows that small traders are important part of vulnerable groups. The composition of their populations generally older, less educated, generally can not find a good job. The main reason they are doing it to support their family, but due to poor working conditions, long working hours, so they want in the case of the charge is not high to have a fixed booth.

Finally, the paper have pay some thought about the reason to the existence of small traders and the living conditions present. The Government should pay attention to small traders. Because of their presence has very important meaning, so they should have the right to life, on this basis, how to plan, guide, manage have more meaningful than eliminate all the illegal stalls. Government should be properly recognized and managed. Relevant departments should civilized law enforcement and change the misconceptions on small traders. Fully understand and concern for them.
