服务型政府建设探究



摘要：服务型政府，是以为公民服务为宗旨并承担着服务责任的政府。建设服务型政府，其实质就是要让政府由管理型向服务型转变，由政府本位、官本位体制转向社会本位、公民本位。服务型政府是针对中国传统的管制型政府而提出的新概念。服务型政府也是民主政府、有限政府、责任政府、法治政府、绩效政府。这是服务型政府的形态，也是服务型政府的目标。实现服务型政府目标的基本途径是政府创新。政府创新不是随心所欲，也不是标新立异, 更不是标语口号。政府创新是在不断积累的基础上的新发现和新创造，包括理论创新和实践创新。只有通过政府创新，才能实现服务型政府的目标，才能最终建成服务型政府。

本文主要分为三个部分来阐述，第一部分是服务型政府的内涵及特征，第二部分是建设服务型政府的障碍与途径，第三部分是建设服务型政府的影响与意义。

Abstract:What is service-oriented government ? This is the first problem that should be answered when we
study and build a service-oriented government. This paper first starts from the scholars’different views on the
connotation of service-oriented government，then analyzes the connotation and characteristics of a service-oriented
government，at last offers several construction strategies which further speed up the construction of service-oriented
government.Service style of government is a new conception compared with traditional regulation style of government in
China.The new conception of government implies democratic government, limited government, responsible govern
ment, government by law, and performance oriented government. Approach to a service style of government is govern
ment innovation. The idea of government innovation is nothing to do with fantastic thinking or lip service and slogan.
It is new finding and creativeness by continuing accumulations, including innovat ion of theories and practices. In or
der to establish a service style of government ,we must put forward to effort to government innovation.
